KEDA AND CHILD CARE ACTION COUNCIL LAUNCH: KITSAP TOOLS FOR SUCCESS

Kitsap County, Washington — The Kitsap Economic Development Alliance (KEDA), in partnership with Child Care Action Council, today announced the release of Kitsap Tools for Success, a comprehensive navigation toolkit designed to help prospective and existing childcare providers start, operate, and expand successful childcare businesses in Kitsap County.

A Practical Guide for Childcare Providers

Developed in collaboration with childcare providers, local jurisdictions, community partners, and industry experts, the toolkit addresses common barriers that can make starting or expanding a childcare business unnecessarily difficult. It brings together licensing, permitting, business planning, workforce development, financing, insurance, training, and other essential resources in one practical guide, helping providers navigate a complex regulatory environment with greater confidence.

“Childcare providers are entrepreneurs navigating one of the most complex regulatory environments of any small business,” said James Davis, Economic Development Manager for KEDA. “Our goal was to create a practical resource that reduces uncertainty, connects providers with the right partners, and helps more childcare businesses succeed.”

The toolkit grew out of KEDA’s Business of Childcare Taskforce, which brought together providers, regulators, local governments, educators, and community organizations to identify practical solutions for increasing childcare capacity in Kitsap County. 

KEDA commissioned the project as part of its broader effort to strengthen the county’s childcare ecosystem. Child Care Action Council developed the resource in collaboration with KEDA and will maintain and update it as laws, programs, training opportunities, and industry guidance evolve.

Supporting Kitsap’s Workforce and Economy

Expanding childcare capacity supports workforce participation, helps local employers attract and retain employees, and allows more families to remain connected to the workforce. These benefits make reliable childcare an essential component of Kitsap County’s long-term economic vitality.

Unlike a one-time report, Kitsap Tools for Success was designed as a durable, living technical-assistance resource. By simplifying the process of opening and expanding licensed childcare businesses, the toolkit aims to reduce barriers for providers, encourage the creation of new childcare capacity, and evolve alongside Washington’s childcare system.
